On the morning of April 30, Xi Jinping, General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission, presided over a symposium in Shanghai with representatives from some provinces, autonomous regions, and municipalities to discuss economic and social development during the 15th Five-Year Plan period and delivered an important speech. He emphasized that this year is the final year of the 14th Five-Year Plan, and while accelerating the implementation of the plan's goals and tasks, it is necessary to adapt to changing circumstances, grasp strategic priorities, and scientifically plan the economic and social development for the 15th Five-Year Plan period.

　　Li Qiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, and Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee, attended the symposium.

　　At the symposium, Sun Shaocheng, Secretary of the Inner Mongolia Autonomous Region Party Committee; Chen Jining, Secretary of the Shanghai Municipal Party Committee; Wang Hao, Secretary of the Zhejiang Provincial Party Committee; Wang Zhonglin, Secretary of the Hubei Provincial Party Committee; Huang Kunming, Secretary of the Guangdong Provincial Party Committee; Wang Xiaohui, Secretary of the Sichuan Provincial Party Committee; and Hu Changsheng, Secretary of the Gansu Provincial Party Committee, spoke in turn. They combined their practical work experience to offer opinions and suggestions on economic and social development during the 15th Five-Year Plan period.

He emphasized that scientifically formulating and continuously implementing five-year plans is an important experience of our Party in governing the country and an important political advantage of socialism with Chinese characteristics. Planning economic and social development during the 15th Five-Year Plan period must accurately grasp the phased requirements of this period, focus on building a strong country and the great cause of national rejuvenation, and reasonably determine goals and tasks and propose ideas and measures field by field, centered on basically achieving socialist modernization. For the goals and tasks in various areas, in-depth analysis and demonstration are required to ensure scientific accuracy and timely realization. Overall planning should be coordinated, key and decisive factors grasped, rhythm and progress well managed, with attention to consolidating and expanding advantages, breaking through bottlenecks and blockages, strengthening weaknesses and shortcomings, improving quality and efficiency, and maintaining consistency with overall goals.

　　Xi Jinping pointed out that in planning economic and social development during the 15th Five-Year Plan period, it is necessary to proactively understand the impact of international situation changes on China and adjust and optimize the economic layout accordingly. We must unswervingly manage our own affairs well, unswervingly expand high-level opening-up, take multiple measures to stabilize employment, enterprises, markets, and expectations, effectively stabilize the economic fundamentals, accelerate the construction of a new development pattern, and comprehensively promote high-quality development. Greater emphasis should be placed on coordinating development and security, comprehensively considering internal and external risks and challenges, improving the national security system, enhancing security maintenance capabilities, promoting high-quality development and high-level security in a positive interaction through efficient governance, and ensuring the new development pattern with a new security pattern.

　　Xi Jinping emphasized that during the 15th Five-Year Plan period, it is necessary to place the development of new quality productive forces adapted to local conditions in a more prominent strategic position, guided by scientific and technological innovation and based on the real economy. We must adhere to comprehensively promoting the transformation and upgrading of traditional industries, actively develop emerging industries, and simultaneously make advanced arrangements for future industries, accelerating the construction of a modern industrial system. The national innovation system should be improved, the vitality of various innovation entities stimulated, aiming at the world’s scientific and technological frontiers, continuously strengthening basic research and original innovation capabilities, and intensively tackling breakthroughs in key core technologies and frontier technologies. Education, science and technology, and talent development should be promoted in an integrated manner to build a fundamental and strategic support for the development of new quality productive forces.

In planning economic and social development during the 15th Five-Year Plan period, we must remain true to our original aspiration, take benefiting the people as the fundamental value orientation, insist on safeguarding and improving people’s livelihood in development, and steadily promote common prosperity. Effective measures should be deeply studied to optimize regional layout, promote coordinated regional development, consolidate and expand poverty alleviation achievements, advance comprehensive rural revitalization and urban-rural integration, and accelerate agricultural and rural modernization, steadily increasing the income of urban and rural residents. A batch of balanced and accessible livelihood policy measures should be studied and introduced, focusing on solving urgent, difficult, and worrying problems of the people. Matters concerning the people are key in practice; all policies and measures must be practical and effective, adhering to doing what can be done and acting within one’s capacity.
