On March 31, the Political Bureau of the CPC Central Committee held a meeting to review the "Regulations on Ecological and Environmental Protection Inspections" and the "Comprehensive Report on the Fourth Round of Inspections of the 20th Central Committee." General Secretary Xi Jinping presided over the meeting.
The meeting pointed out that the central ecological and environmental protection inspections are a major initiative by the Party Central Committee to advance ecological civilization construction. Starting from holding leaders at all levels politically responsible for ecological and environmental protection, it strictly investigates and handles a number of major typical cases of ecological damage, promotes the resolution of prominent environmental issues strongly reflected by the public, and has achieved good results.
The meeting emphasized the need to uphold and strengthen the Party's leadership over ecological and environmental protection inspections, continue to leverage the inspections as a sharp sword, further consolidate the political responsibility of all regions and departments in building a Beautiful China. It is essential to firmly grasp the "key point" of the responsibility system, strengthen overall awareness, maintain a strict tone, dare to tackle tough issues, continuously identify problems, earnestly solve them, and improve the implementation of the Party Central Committee's decisions and deployments on ecological civilization construction. The inspection team construction should be strengthened, management standardized, and discipline strictly enforced.
The meeting pointed out that the central inspection teams conducted inspections on some central and state organs and units, discovering some problems that must be seriously and earnestly rectified. Political standing should be raised, and the responsibilities and missions entrusted by the Party Central Committee should be solidly fulfilled, taking concrete actions to achieve the "Two Upholds." Political responsibility must be strengthened, adhering to integrity and innovation, enhancing top-level design and overall planning, and resolutely advancing the implementation of various reform tasks. Leadership team building should be strengthened, focusing on solving issues of misconduct, inaction, reluctance, and incompetence, promoting normalized mechanisms for leadership turnover. The political responsibility of Party governance must be conscientiously fulfilled, maintaining high standards and strict requirements, persistently rectifying work style, enforcing discipline, combating corruption, and building a clean and upright political organization.
The meeting also emphasized that 2025 is a critical year for achieving full coverage of inspections. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, it is necessary to fully implement the spirit of the 20th National Congress of the Party and the second and third plenary sessions of the 20th Central Committee, continuously promoting high-quality development of inspection work. The focus should remain on the center and serve the overall situation, deepening political inspections, with the implementation of the Party Central Committee's decisions and deployments as the key supervision focus, providing strong guarantees for advancing Chinese-style modernization. A problem-oriented approach and strict tone must be maintained, focusing on key issues, key areas, and key targets, strengthening supervision over "top leaders" and leadership teams.
