Xi Jinping: Firmly Implement the Overall National Security Concept and Promote the Construction of a Safe China to a Higher Level

On the morning of February 28, the Political Bureau of the CPC Central Committee held its nineteenth collective study session on building a higher-level Safe China. General Secretary Xi Jinping, presiding over the study, emphasized that building a higher-level Safe China is crucial to the prosperity of the cause, the well-being of the people, and the long-term stability of the country. We must unswervingly implement the overall national security concept, continuously strive for a safer country, a more orderly society, more effective governance, and greater public satisfaction, pushing the construction of Safe China to a higher level.
Comrade Li Yan, Vice President and Professor of Southwest University of Political Science and Law, gave an explanation on this issue and put forward work suggestions. The comrades of the Political Bureau of the CPC Central Committee listened carefully to the explanation and held discussions.
After listening to the explanation and discussion, Xi Jinping delivered an important speech. He pointed out that since the 18th National Congress of the CPC, the Party Central Committee has continuously improved the national security leadership system, legal system, strategic system, and policy system, enhanced the social governance system, strengthened overall social security prevention and control, focused on improving public safety governance, resolutely safeguarded national sovereignty, security, and development interests, and successfully wrote a new chapter of the "two miracles" of rapid economic development and long-term social stability. In response to the changing situation and tasks, the construction of Safe China can only be strengthened, not weakened.
Xi Jinping emphasized that the overall national security concept is an important guideline for building a higher-level Safe China and must be unswervingly implemented. Party committees and governments at all levels should adhere to systematic thinking, further establish the concept that development is the hard truth and security is also the hard truth, consciously unify development and security in their work, plan together, deploy integrally, and promote each other. We must uphold a nationwide unified effort, with coordinated efforts from top to bottom, creating conditions for overall national security by ensuring the safety of each place, region, and industry, and solidly laying the foundation for long-term national stability by timely and effectively resolving individual security issues.
Xi Jinping pointed out that the construction of Safe China is for the people and relies on the people. We must continuously improve people's well-being, steadily promote common prosperity, effectively safeguard the legitimate rights and interests of the people, and maintain social fairness and justice. We should improve the social governance system, perfect the social work system and mechanisms, and build a social governance community where everyone is responsible, fulfills their duties, and enjoys the benefits. We should cultivate a social mentality that is self-respecting, confident, rational, peaceful, and positive, and promote a new era spirit of pioneering, dedication, respect for the rule of law, civility, and courtesy.
Xi Jinping emphasized that preventing and resolving various risks is an important task in building Safe China. We must prioritize safeguarding national political security, firmly maintain the security of national regime, system, and ideology. We should improve the public safety system, promote the transformation of public safety governance models toward proactive prevention, and strengthen work in disaster prevention, mitigation, and relief, production safety, food and drug safety, cybersecurity, artificial intelligence security, and other areas. Efforts should focus on preventing risks in key fields.
Xi Jinping pointed out that to build a higher-level Safe China, it is necessary to strengthen overall social security prevention and control. We must combine special governance with systematic governance, law-based governance, comprehensive governance, and source governance, develop and expand the power of mass prevention and control, and build a truly strong copper wall and iron wall. We should adhere to and develop the "Fengqiao Experience" of the new era, promote the legalization of petition work, and timely and effectively resolve various conflicts and disputes.
Xi Jinping emphasized that the Party's leadership is the fundamental guarantee for building Safe China. We must always uphold the absolute leadership of the Party Central Committee over national security work and political-legal work, fully play the leadership role of Party committees at all levels in overall planning and coordinating all parties in Safe China construction. We should strengthen positive publicity and public opinion guidance, focus on using modern technological means to improve social governance efficiency, and forge a loyal, clean, and responsible political-legal iron army of the new era.
