Xi Jinping, General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission, recently gave important instructions on advancing the construction of pilot free trade zones, pointing out that building pilot free trade zones is an important strategic measure by the Party Central Committee to promote reform and opening-up in the new era. Over the past decade, each pilot free trade zone has implemented the decisions and deployments of the Party Central Committee, emancipated the mind, adhered to integrity and innovation, introduced a large number of fundamental and pioneering reform and opening-up measures, formed many landmark and leading institutional innovation achievements, and effectively played the role of a comprehensive reform and opening-up experimental platform.
Xi Jinping emphasized that on the new journey, based on a comprehensive summary of ten years of construction experience, it is necessary to deeply implement the strategy to upgrade pilot free trade zones, bravely act as pioneers in pioneering and overcoming difficulties, explore in broader fields and deeper levels, and strive to build higher-level pilot free trade zones. We must adhere to the Party's overall leadership, take high-level opening-up as the guide and institutional innovation as the core, coordinate development and security, align with international economic and trade rules at a high standard, deeply promote institutional opening-up, strengthen overall planning and systematic integration of reforms, promote innovation and development across the entire industrial chain, and enable pilot free trade zones to better play a demonstrative role.
The symposium marking the tenth anniversary of the construction of pilot free trade zones was held in Beijing on September 26. He Lifeng, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, conveyed Xi Jinping's important instructions and delivered a speech at the meeting, stating that it is necessary to earnestly study and deeply understand the spirit of General Secretary Xi Jinping's important instructions, comprehensively summarize the experience of pilot free trade zone construction, deeply implement the strategy to upgrade pilot free trade zones, continue to change concepts, strengthen guarantee measures, coordinate development and security, strive for new breakthroughs in institutional innovation, achieve new expansions in promoting opening-up, plan for new improvements in development, and strive to build higher-level pilot free trade zones.
At the symposium, responsible comrades from the Ministry of Commerce reported on the ten-year construction of pilot free trade zones, and responsible comrades from the Ministry of Finance, the People's Bank of China, the General Administration of Customs, and the provinces and cities of Shanghai, Tianjin, Fujian, Liaoning, Sichuan, and Guangxi made speeches.
Relevant departments of the central and state organs, and responsible comrades from the provinces, autonomous regions, and municipalities where the 21 pilot free trade zones are located attended the symposium.
