On December 9, the Political Bureau of the CPC Central Committee held a meeting to analyze and study the economic work for 2025; to hear reports on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission, and to plan the Party's style and clean government construction and anti-corruption work for 2025. General Secretary Xi Jinping presided over the meeting.

The meeting held that this year is a critical year for achieving the goals and tasks of the 14th Five-Year Plan. The CPC Central Committee, with Comrade Xi Jinping at its core, united and led the entire Party and people of all ethnic groups across the country to respond calmly and implement comprehensive measures. The economy operated steadily overall with progress amid stability. China's economic strength, scientific and technological strength, and comprehensive national power continued to increase. New quality productive forces developed steadily, reform and opening-up deepened continuously, risks in key areas were resolved in an orderly and effective manner, and social security was solid and strong. The main goals and tasks for economic and social development for the whole year will be successfully completed.

The meeting emphasized that to do a good job in next year's economic work, we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, fully implement the spirit of the 20th National Congress of the CPC and the second and third plenary sessions of the 20th Central Committee, adhere to the general principle of seeking progress while maintaining stability, fully and accurately implement the new development philosophy, accelerate the construction of a new development pattern, solidly promote high-quality development, further deepen reform comprehensively, expand high-level opening-up, build a modern industrial system, better coordinate development and security, implement more proactive and effective macro policies, expand domestic demand, promote the integrated development of technological innovation and industrial innovation, stabilize the real estate and stock markets, prevent and resolve risks in key areas and external shocks, stabilize expectations, stimulate vitality, promote sustained economic recovery and improvement, continuously improve people's living standards, maintain social harmony and stability, and complete the goals and tasks of the 14th Five-Year Plan with high quality, laying a solid foundation for a good start to the 15th Five-Year Plan.

The meeting pointed out that next year we must adhere to seeking progress while maintaining stability and promoting stability through progress, uphold integrity and innovation, establish before breaking, integrate systems and coordinate cooperation, implement more proactive fiscal policies and moderately loose monetary policies, enrich and improve the policy toolbox, strengthen unconventional counter-cyclical adjustments, deliver a "policy combo punch," and improve the foresight, pertinence, and effectiveness of macro-control. We must vigorously boost consumption, improve investment efficiency, and expand domestic demand comprehensively. We must lead the development of new quality productive forces with technological innovation and build a modern industrial system. We must leverage the guiding role of economic system reform and promote the implementation and effectiveness of landmark reform measures. We must expand high-level opening-up, stabilize foreign trade and foreign investment. We must effectively prevent and resolve risks in key areas and firmly guard against systemic risks. We must continue to consolidate and expand poverty alleviation achievements, coordinate the advancement of new urbanization and comprehensive rural revitalization, and promote integrated urban-rural development. We must intensify the implementation of regional strategies and enhance regional development vitality. We must coordinate efforts to reduce carbon emissions, pollution, and expand green growth, accelerating the comprehensive green transformation of economic and social development. We must increase efforts to guarantee and improve people's livelihood, enhancing people's sense of gain, happiness, and security.

The meeting emphasized the need to strengthen the Party's leadership over economic work to ensure that all decisions and deployments of the CPC Central Committee are implemented. We must fully mobilize enthusiasm from all sides and stimulate the intrinsic motivation of cadres to work hard and start businesses. We must adhere to seeking truth from facts, coordinate development and security, enhance coordinated linkage, strengthen expectation management, and improve the overall effectiveness of policies. We must do a good job in social security and stability work to ensure overall social stability.

The meeting pointed out that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Central Commission for Discipline Inspection, the National Supervisory Commission, and discipline inspection and supervision organs at all levels have deeply studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping's important thoughts on the Party's self-revolution. Centering on the Party and state's core tasks, they have continuously strengthened political supervision, deeply advanced the rectification of work style, discipline, and anti-corruption, earnestly carried out Party discipline education, promoted the thorough implementation of the spirit of the Central Eight-point Regulation, focused on rectifying unhealthy practices and corruption issues around the masses, worked to eradicate the soil and conditions breeding corruption, promoted the improvement of the comprehensive strict Party governance system and the Party and state supervision system, consolidated and expanded the achievements of thematic education and education rectification, and promoted new achievements in high-quality development of discipline inspection and supervision work on the new journey.

The meeting emphasized that discipline inspection and supervision organs must adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, deeply understand the decisive significance of the "Two Establishes," resolutely achieve the "Two Safeguards," always maintain a high-pressure stance against corruption, unswervingly push forward the anti-corruption struggle in depth, and provide strong guarantees for advancing Chinese-style modernization with new achievements in comprehensive and strict Party governance. We must focus on the "Two Safeguards" to strengthen political supervision, strictly enforce political discipline and rules, include the implementation of major reforms in supervision, inspection, and patrol content, and ensure reforms proceed smoothly with strong supervision. We must consolidate and deepen the achievements of Party discipline education, comprehensively play the role of Party discipline education in restraint, guarantee, and motivation. We must improve the mechanism for simultaneous investigation and treatment of unhealthy practices and corruption issues, and promote integrated deepening of work style rectification and anti-corruption. We must continuously deepen the rectification of unhealthy practices and corruption issues around the masses, and promote that the fruits of reform and development better and more fairly benefit the broad masses of the people. We must strengthen the political responsibility for comprehensive and strict Party governance, and strive to maintain a consistent strict tone. Previously, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to hear reports on the work of the Central Commission for Discipline Inspection and the National Supervisory Commission in 2024 and the preparation for the fourth plenary session of the 20th Central Commission for Discipline Inspection.

The meeting agreed to hold the fourth plenary session of the 20th Central Commission for Discipline Inspection from January 6 to 8 next year.
