Xi Jinping, General Secretary of the CPC Central Committee, President of the State, and Chairman of the Central Military Commission, attended the fourth Belt and Road construction work symposium in Beijing on the 2nd and delivered an important speech. He emphasized that under the current severe and complex international environment, promoting high-quality development of the Belt and Road Initiative presents both opportunities and challenges, but overall opportunities outweigh challenges. We must strengthen strategic confidence, maintain strategic determination, be courageous in taking responsibility and action, and create a brighter future for jointly building the Belt and Road.

　　Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Director of the General Office of the CPC Central Committee, attended the symposium. Ding Xuexiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, presided over the symposium.

　　At the symposium, Zheng Shanjie, Director of the National Development and Reform Commission; Ma Zhaoxu, Vice Minister of Foreign Affairs; Yin Li, Secretary of the Beijing Municipal Committee; Wang Menghui, Secretary of the Hubei Provincial Committee; Hu Wangming, Chairman of China Baowu Steel Group Corporation Limited; Feng Xubin, Chairman of Yixinou Trade Service Group Co., Ltd.; and Xing Guangcheng, Director of the Institute of China Borderland Studies of the Chinese Academy of Social Sciences, spoke in turn. They introduced their work based on actual conditions and put forward opinions and suggestions.

　　After listening to the speeches, Xi Jinping delivered an important speech. He pointed out that since the Belt and Road Initiative was proposed in 2013, under the strong leadership of the Party Central Committee and through the joint efforts of all parties, the Belt and Road has always adhered to the Silk Road spirit of peace and cooperation, openness and inclusiveness, mutual learning, and mutual benefit. It has consistently upheld the principles of extensive consultation, joint contribution, and shared benefits. The scope and level of cooperation have continuously expanded and improved, and its international appeal, influence, and cohesion have been steadily enhanced. Significant achievements have been made, contributing China's efforts to deepen friendship with participating countries and promote their economic and social development.

　　Xi Jinping emphasized that in recent years, the world has entered a new period of turbulence and transformation, with a noticeable rise in unilateralism and protectionism, and frequent local conflicts and unrest. Against this backdrop, promoting high-quality development of the Belt and Road must properly address various risks and challenges, effectively overcome the impact of geopolitical conflicts, correctly handle the balance between enhancing the sense of gain of participating countries and safeguarding China's interests, and earnestly ensure the security of China's overseas interests.

　　Xi Jinping pointed out that the Belt and Road Initiative has entered a new stage of high-quality development. We must adhere to the general principle of seeking progress while maintaining stability, fully and accurately implement the new development philosophy, accelerate the construction of a new development pattern, uphold the banner of a community with a shared future for mankind, and adhere to the guiding principles of extensive consultation, joint contribution, shared benefits, openness, green development, integrity, high standards, people-centeredness, and sustainability. Guided by the eight high-quality Belt and Road actions and focusing on connectivity, we must combine high-quality development with high-level security, government guidance with market operation, scientific layout with dynamic optimization, and quantitative growth with qualitative improvement. We should coordinate the deepening of infrastructure "hard connectivity," rules and standards "soft connectivity," and people-to-people "heart connectivity" with participating countries. We must promote major landmark projects and "small but beautiful" livelihood projects, consolidate cooperation in traditional fields, steadily expand cooperation in emerging fields, improve mechanisms for advancing high-quality Belt and Road development, and continuously expand new spaces for win-win development that are higher-level, more resilient, and more sustainable.

　　Xi Jinping emphasized the need to focus on advancing the construction of high-quality Belt and Road mechanisms, improve the overall planning and management mechanism for Belt and Road cooperation, enhance the coordinated promotion mechanisms for "hard connectivity," "soft connectivity," and "heart connectivity," improve practical cooperation mechanisms for industrial and supply chains, enhance international exchange and cooperation mechanisms in emerging fields, improve diversified investment and financing guarantee mechanisms, strengthen internal and external coordination mechanisms for risk prevention and control, improve overseas interest protection mechanisms, enhance high-level international communication mechanisms, improve the clean Silk Road cooperation mechanism, and promote steady and long-term high-quality Belt and Road development.

　　Xi Jinping pointed out that we must adhere to a blueprint drawn through to the end, with one generation following another, courageously overcome various risks and challenges, unswervingly promote high-quality Belt and Road development, and make greater contributions to building a community with a shared future for mankind.

　　During the meeting, Ding Xuexiang stated that General Secretary Xi Jinping's important speech fully affirmed the significant achievements of the Belt and Road Initiative and made comprehensive arrangements for promoting its high-quality development in the current and future periods. The General Secretary's speech is visionary, profound in thought, incisive in argument, and rich in connotation. It provides important guidance and direction for the next golden decade of high-quality Belt and Road development. We must earnestly study, understand, and resolutely implement it.
