Xi Jinping delivered a written speech at the APEC Business Leaders' Summit

On the morning of November 16 local time, President Xi Jinping delivered a written speech titled "Joining Forces to Meet Challenges and Write a New Chapter of Asia-Pacific Cooperation" at the APEC Business Leaders' Summit held in San Francisco.
Xi Jinping pointed out that 30 years ago, leaders in the Asia-Pacific region, responding to the trend of peace and development, held the first informal APEC leaders' meeting, accelerating Asia-Pacific development and economic globalization, helping the region become the world's economic growth center and a global anchor of development and stability. Over the past 30 years, we have adhered to open regionalism, embracing openness and inclusiveness, learning from each other’s strengths, and complementing each other’s needs, focusing on development, and creating the voluntary, consensus-based, and gradual "APEC way," promoting the spirit of partnership characterized by harmony in diversity, seeking common ground while reserving differences, and working together with one heart. The extraordinary journey of Asia-Pacific cooperation has given us many profound insights.
Xi Jinping emphasized that as the world enters a new period of turbulence and transformation, the question of where Asia-Pacific cooperation will head in the next 30 years has become a new question of our times. We must uphold the original aspiration of APEC and promote a new start for Asia-Pacific cooperation.
We must jointly uphold the purposes and principles of the United Nations Charter, insist on dialogue rather than confrontation, partnership rather than alliance in state-to-state relations, and safeguard Asia-Pacific prosperity and stability. The Asia-Pacific must not and should not become an arena for geopolitical rivalry, nor should it engage in a "new Cold War" or bloc confrontation. We must adhere to open regionalism, unswervingly advance the Asia-Pacific Free Trade Area process, promote economic interconnection and integration among countries, and build an open Asia-Pacific economy based on cooperation and mutual benefit. We should promote digital, intelligent, and green transformation and development, strengthen technological innovation and the application of achievements, advance the deep integration of the digital economy and the real economy, work together to improve global technology governance, and create an open, fair, just, and non-discriminatory environment for technological development.
Xi Jinping emphasized that since the beginning of this year, China's economy has continued to recover and improve, with solid progress in high-quality development. China remains the largest engine of global growth. China has the institutional advantage of a socialist market economy, the demand advantage of a super-large market, the supply advantage of a complete industrial system, and the talent advantage of a large number of high-quality workers and entrepreneurs. The economy has strong endogenous momentum, resilience, and potential. The fundamental trend of China's long-term economic improvement has not changed and will not change. We are confident and more capable of achieving long-term stable development, continuously bringing new momentum and new opportunities to the world through China's new development. China insists on keeping its doors wide open for development, unswervingly advancing high-level opening-up, and its determination to create a market-oriented, law-based, and international business environment will not change. Policies providing equal and high-quality services to foreign investment will not change. The starting point and goal of Chinese-style modernization is to enable more than 1.4 billion Chinese people to live better lives, which means a broader market and unprecedented cooperation opportunities for the world, and will inject strong momentum into global modernization.
