Xi emphasized the need to uphold the Party's absolute leadership over the military, implement the strategy of political military building in the new era, firmly grasp the requirements of political military building in the new era, focus on winning the tough battle to achieve the centenary goal of military building, carry forward the spirit of thorough self-revolution, continuously deepen political training, forge strong Party organizations with firm political conviction and strong capabilities, and build a high-quality cadre team that is loyal, clean, responsible, and capable of shouldering the important task of strengthening the military, providing a strong political guarantee for the cause of military strengthening.

At the foot of Baota Mountain, beside the Yan River, the revolutionary holy land of Yan'an is lush and vibrant. Around 3 p.m. on the 17th, Xi Jinping led the Central Military Commission team and main responsible comrades from various departments and units to pay respects at the Wangjiaping Revolutionary Site. Wangjiaping was the Central Military Commission's headquarters from August 1937 to March 1947 and was an important decision-making and command center of the CPC Central Committee and the Central Military Commission during the Yan'an period. In the Central Military Commission conference room, Xi Jinping attentively listened to explanations and viewed historical charts reflecting the planning and command of major battles during the Yan'an period, appreciating the leadership wisdom and art of the CPC Central Committee and the Central Military Commission. Xi visited the former residences of revolutionary elders such as Mao Zedong, Zhou Enlai, and Zhu De, revisiting their revolutionary experiences in Yan'an and commemorating their great achievements. Passing through 'Taolin Square,' Xi learned about the creative development of the double-support movement in the Shaanxi-Gansu-Ningxia border region and reminisced with everyone about the revolutionary optimism and fighting spirit of those years. In the Central Military Commission auditorium, Xi carefully viewed historical photos and engaged in in-depth exchanges with everyone, reviewing the glorious history of the CPC Central Committee and the Central Military Commission leading the national resistance and liberation wars. Xi pointed out that ten years ago, we held the All-Army Political Work Conference in Gutian, and today we come to Yan'an to hold the Military Commission Political Work Conference, once again tracing our roots. On the new journey in the new era, the prospects for a strong country and strong military are bright, but the tasks are arduous. Senior military officers must remember their original mission, take the lead in promoting the Yan'an spirit, strengthen revolutionary forging, shoulder the historical responsibilities entrusted by the Party and the people, unite and lead the broad masses of officers and soldiers to win the tough battle to achieve the centenary goal of military building, and continuously advance the cause of strengthening the military.

Subsequently, Xi Jinping visited the China Yan'an Cadre Academy, where he warmly met with all representatives of the Central Military Commission Political Work Conference amid enthusiastic applause and took a group photo with everyone.

Xi Jinping delivered an important speech at the meeting. He pointed out that since the 18th National Congress of the CPC, the Party Central Committee decisively decided to hold the Gutian All-Army Political Work Conference, promoted political training with the spirit of rectification, unswervingly pursued comprehensive and strict Party governance and military governance, with unprecedented determination and strength, achieving historic achievements in political military building in the new era. Without revolutionary political forging, there would be no great transformation of the people's army in the new era.

Xi Jinping emphasized that since the 18th National Congress of the CPC, we have deeply advanced the theoretical exploration and practical creation of political military building, forming the strategy of political military building in the new era. It clarifies that political military building is the foundation of the people's army, that political work is always the lifeline of our army, that political training must highlight political rectification, that mastering ideological leadership is the foundation of all leadership, that the Party's strength comes from organization and the cohesion and combat effectiveness of the troops come from organization, that the gun must always be in the hands of those loyal and reliable to the Party, that strictness is necessary to maintain discipline, military prestige, and combat effectiveness, that there must be no place for corrupt elements in the army, that excellent conduct shapes heroic troops, and that unity among the military, government, and civilians is the secret to our army's Shengli. The strategy of political military building in the new era must be fully and accurately studied, understood, and implemented without wavering, and continuously enriched and developed in practice.

Xi Jinping pointed out that currently, the international situation, national conditions, Party conditions, and military conditions are undergoing complex and profound changes, and our military faces intricate political tests. We must firmly grasp the requirements of political military building in the new era, continuously advance political military building without pause, ensure that the people's army always maintains its nature and purpose, always dares to fight and win, always unites and struggles, always produces talents, always remains pure and glorious, and always enforces strict discipline and law, continuously enhancing our military's political advantages under the new era conditions.

Xi Jinping deeply analyzed the deep-seated contradictions and problems that current political military building needs to solve. He emphasized that these problems manifest in politics, ideology, organization, conduct, and discipline, with roots in ideals and beliefs, Party character cultivation, and official ethics and character. Cadres at all levels, especially senior cadres, must place themselves in the situation, muster the courage to set aside face and expose shortcomings and ugliness, deeply dig into the roots and touch the soul, reflect profoundly, rectify earnestly, solve the root ideological problems, and promote political military building to go deeper and more solidly.

Xi Jinping pointed out that advancing political military building on the new journey requires focusing on six key areas. First, enhance the consciousness and thoroughness of ideological transformation. Continuously strengthen the Party's innovative theory armament, insist on reading original works, studying original texts, and understanding principles, insist on integrating learning, thinking, and application, and unifying knowledge, belief, and action, insist that senior cadres receive education first, promote the implementation of our military's ideological and political education system, and establish a guidance that actual results test learning outcomes. Second, improve the leadership, organizational, and execution capabilities of Party organizations. Enhance political judgment, political comprehension, and political execution, improve the ability to prepare for and fight wars, and integrate Party leadership throughout all fields and processes of war preparation and combat. Strictly implement democratic centralism, optimize Party committee decision-making rules, and strengthen consultation and evaluation of major decisions. Strengthen the responsibility of Party committee secretaries as the first responsible persons for Party governance. Third, strengthen cadre team building. Adhere to seeking truth from facts, insist that actions speak louder than words, and require cadres at all levels, especially senior cadres, to lead by example and inspire the troops with strong conduct and image.

Xi Jinping emphasized that advancing political military building is the shared responsibility of the entire military. The Military Commission must strengthen unified leadership, the Political Work Department, Discipline Inspection Commission, and Political and Legal Committee of the Military Commission must strengthen coordination and cooperation, and all units and departments must fulfill their duties and responsibilities, striving to create a new situation in political military building and forge this heroic army led by our Party into an even stronger force, welcoming the 100th anniversary of the founding of the military with outstanding achievements.
