"Compilation of Xi Jinping's Important Discourses on Governing the Military According to Law" Distributed to the Entire Military

To comprehensively and accurately study and understand Comrade Xi Jinping's important discourse on governing the military according to law, and to deeply advance the implementation of the strategy of governing the military by law, with the approval of the Central Military Commission, the Political and Legal Affairs Commission of the Military Commission organized the compilation and publication of "Selected Excerpts from Xi Jinping's Important Discourse on Governing the Military According to Law" (hereinafter referred to as the "Selected Excerpts"), which has recently been officially distributed throughout the entire military.
The content of the "Selected Excerpts" is drawn from important speeches, reports, and other documents by Comrade Xi Jinping from November 2012 to June 2024, divided into 10 topics that collectively reflect Xi Jinping's new concepts, new ideas, and new judgments on governing the military according to law.
The Central Military Commission recently issued a notice to deploy the study and use of the "Selected Excerpts," requiring all levels to place the study of Comrade Xi Jinping's important discourse on governing the military according to law within the framework of studying and implementing Xi Jinping's thought on strengthening the military and the system of Xi Jinping's thought on the rule of law, to deepen understanding, fully grasp the strategy of governing the military by law, thoroughly comprehend the fundamental spirit, grasp the core essence, and clarify practical requirements, effectively using it to arm the mind, guide practice, and promote work. The study of the "Selected Excerpts" should be incorporated into the theoretical study sessions of party committees and serve as an important part of cadre theoretical training and rotation, combined with implementing the spirit of the Central Military Commission's political work conference, conducting special studies on Xi Jinping's thought on the rule of law, and focusing on the educational practice activities themed "Resolutely Loyal to the Party, United in Progress, and Taking on the Mission." This will guide officers and soldiers to deeply understand the decisive significance of the "Two Establishes," strengthen the "Four Consciousnesses," firm the "Four Confidences," achieve the "Two Upholds," and implement the system of the chairman responsibility of the Military Commission. The exemplary leading role of the "key minority" should be fully utilized, especially senior party committees and senior cadres should take the lead in respecting, learning, abiding by, and applying the law, strengthen education and guidance for the troops, mobilize officers and soldiers to jointly build, rigorously enforce, and safeguard the rule of law, and promote the formation of a good situation where party committees make decisions according to law, organs provide guidance according to law, troops act according to law, and officers and soldiers perform their duties according to law. The fine tradition of integrating theory with practice should be vigorously promoted, transforming learning outcomes into the ability to use legal thinking and legal methods to carry out work, achieving tangible results in fundamentally transforming the way the military is governed, accelerating the construction of a military legal system with Chinese characteristics, improving the rule of law level in national defense and military construction, and providing a strong legal guarantee for advancing the cause of strengthening the military.
