The Third Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from July 15 to 18, 2024.

　　Attending this plenary session were 199 full members and 165 alternate members of the Central Committee. Members of the Standing Committee of the Central Commission for Discipline Inspection and responsible comrades from relevant sectors were present as observers. Some grassroots comrades and experts and scholars among the delegates of the 20th National Congress of the Party also attended the meeting as observers.

　　The plenary session was presided over by the Central Political Bureau. General Secretary of the Central Committee Xi Jinping delivered an important speech.

　　The plenary session listened to and discussed the work report delivered by Xi Jinping on behalf of the Central Political Bureau, and deliberated and approved the "Decision of the Central Committee of the Communist Party of China on Further Deepening Comprehensive Reform and Promoting Chinese-style Modernization." Xi Jinping explained the "Decision (Draft for Discussion)" to the plenary session.

　　The plenary session fully affirmed the work of the Central Political Bureau since the Second Plenary Session of the 20th Central Committee. It unanimously agreed that, facing a severe and complex international environment and arduous domestic tasks of reform, development, and stability, the Central Political Bureau earnestly implemented the spirit of the 20th National Congress and the First and Second Plenary Sessions of the 20th Central Committee, fully and accurately implemented the new development philosophy, adhered to the general tone of seeking progress while maintaining stability, coordinated the overall layout of the "Five-Sphere Integrated Plan" and the strategic layout of the "Four Comprehensives," balanced the domestic and international situations, coordinated development and security, focused on promoting high-quality development, further advanced and planned comprehensive deepening of reform, solidly promoted socialist democracy and the rule of law, continuously strengthened propaganda, ideological and cultural work, effectively ensured people's livelihood and ecological environment protection, resolutely safeguarded national security and social stability, vigorously promoted national defense and military construction, continued to advance work related to Hong Kong, Macao, and Taiwan, deeply promoted major-country diplomacy with Chinese characteristics, consistently advanced strict Party governance, achieved economic recovery and improvement, and took solid steps toward building a modern socialist country in all respects.

　　The plenary session highly praised the successful practice and great achievements of comprehensively deepening reform since the new era, studied issues related to further comprehensively deepening reform and promoting Chinese-style modernization, and considered the current and upcoming period as a critical time for comprehensively advancing the construction of a strong country and the great cause of national rejuvenation through Chinese-style modernization. Chinese-style modernization has been continuously promoted through reform and opening up and will certainly open up broad prospects through reform and opening up. Facing the complex international and domestic situation, a new round of technological revolution and industrial transformation, and new expectations of the people, reform must be consciously placed in a more prominent position, closely focusing on further comprehensively deepening reform to promote Chinese-style modernization.

　　The plenary session emphasized that to further comprehensively deepen reform, it is necessary to uphold Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents," the Scientific Outlook on Development, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement General Secretary Xi Jinping's series of new ideas, new viewpoints, and new judgments on comprehensively deepening reform, fully and accurately implement the new development philosophy, adhere to the general tone of seeking progress while maintaining stability, uphold emancipating the mind, seeking truth from facts, keeping pace with the times, and being pragmatic, further emancipate and develop social productive forces, stimulate and enhance social vitality, coordinate the domestic and international situations, coordinate the overall layout of the "Five-Sphere Integrated Plan," coordinate the strategic layout of the "Four Comprehensives," take economic system reform as the lead, take promoting social fairness and justice and improving people's well-being as the starting point and goal, pay more attention to systematic integration, highlight key points, emphasize reform effectiveness, promote better adaptation between production relations and productive forces, superstructure and economic base, national governance and social development, and provide strong momentum and institutional guarantees for Chinese-style modernization.

　　The plenary session pointed out that the overall goal of further comprehensively deepening reform is to continue improving and developing the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity. By 2035, a high-level socialist market economy system will be fully established, the socialist system with Chinese characteristics will be more complete, the modernization of the national governance system and governance capacity will be basically achieved, and socialist modernization will be basically realized, laying a solid foundation for building a modern socialist country in all respects by the middle of this century. Focus should be placed on building a high-level socialist market economy system, developing whole-process people's democracy, building a strong socialist culture, improving people's quality of life, building a beautiful China, building a higher-level safe China, improving the Party's leadership level and long-term governing capacity, and continuing to push reform forward. By 2029, the 80th anniversary of the founding of the People's Republic of China, the reform tasks proposed in this decision should be completed.

　　The plenary session emphasized that further comprehensively deepening reform must summarize and apply the valuable experience of reform and opening up, especially the comprehensive deepening reform in the new era, and implement principles such as upholding the Party's overall leadership, putting people at the center, adhering to integrity and innovation, focusing on institutional building, comprehensively governing the country according to law, and maintaining a systematic perspective.

　　The plenary session made systematic arrangements for further comprehensively deepening reform, emphasizing building a high-level socialist market economy system, improving the system and mechanism to promote high-quality economic development, building a system and mechanism to support comprehensive innovation, improving the macroeconomic governance system, perfecting the system and mechanism for integrated urban-rural development, improving the system and mechanism for high-level opening-up, improving the whole-process people's democracy system, perfecting the socialist rule of law system with Chinese characteristics, deepening reform of the cultural system and mechanism, improving the system and mechanism for guaranteeing and improving people's livelihood, deepening reform of the ecological civilization system, promoting modernization of the national security system and capacity, continuously deepening national defense and military reform, and improving the Party's leadership level over further comprehensively deepening reform and promoting Chinese-style modernization.

　　The plenary session proposed that a high-level socialist market economy system is an important guarantee for Chinese-style modernization. The market mechanism must be better utilized to create a fairer and more dynamic market environment, optimize resource allocation efficiency and maximize benefits, both "letting go" and "keeping control," better maintain market order, remedy market failures, smooth the national economic cycle, and stimulate endogenous motivation and innovation vitality throughout society. The public ownership economy must be unswervingly consolidated and developed, the non-public ownership economy must be unswervingly encouraged, supported, and guided, and all types of ownership economies must be guaranteed equal legal use of production factors, fair participation in market competition, and equal legal protection, promoting complementary advantages and common development of various ownership economies. A unified national market must be built, and the basic system of the market economy must be improved.

　　The plenary session proposed that high-quality development is the primary task in comprehensively building a modern socialist country. Reform must be led by the new development philosophy, based on the new development stage, deepen supply-side structural reform, improve the incentive and restraint mechanism to promote high-quality development, and shape new driving forces and new advantages for development. It is necessary to improve the system and mechanism for developing new quality productive forces suited to local conditions, improve the system for promoting deep integration of the real economy and digital economy, improve the system and mechanism for developing the service industry, improve the system and mechanism for modern infrastructure construction, and improve the system for enhancing the resilience and security level of industrial and supply chains.

　　The plenary session proposed that education, science and technology, and talent are the fundamental and strategic supports for Chinese-style modernization. It is necessary to deeply implement the strategies of invigorating the country through science and education, strengthening the country with talent, and innovation-driven development, coordinate the integrated reform of the education, science and technology, and talent systems and mechanisms, improve the new type of whole-nation system, and enhance the overall effectiveness of the national innovation system. Comprehensive education reform, science and technology system reform, and talent development system and mechanism reform must be deepened.

　　The plenary session proposed that scientific macro-control and effective government governance are inherent requirements for leveraging the advantages of the socialist market economy system. It is necessary to improve the macro-control institutional system, coordinate reforms in key areas such as finance and taxation and finance, and enhance the consistency of macro-policy orientation. The national strategic planning system and policy coordination mechanism must be improved, fiscal and tax system reform deepened, financial system reform deepened, and the mechanism for implementing the regional coordinated development strategy improved.

　　The plenary session proposed that developing whole-process people's democracy is an essential requirement of Chinese-style modernization. We must unswervingly follow the path of socialist political development with Chinese characteristics, uphold and improve our fundamental political system, basic political system, and important political systems, enrich democratic forms at all levels, and concretely and realistically embody the people's mastery of the country in all aspects of national political and social life. We should strengthen the institutional construction of people's democracy, improve the consultative democracy mechanism, improve grassroots democracy systems, and perfect the overall united front work pattern.

　　The plenary session proposed that the rule of law is an important guarantee for Chinese-style modernization. We must fully implement the constitution, uphold its authority, coordinate reforms in legislation, law enforcement, judiciary, and law-abiding, improve the mechanism ensuring equality before the law, promote the spirit of socialist rule of law, safeguard social fairness and justice, and comprehensively advance the legalization of all aspects of national work. We should deepen reforms in the legislative field, advance law-based administration, improve the fair law enforcement and judicial system and mechanisms, perfect the mechanism for promoting the construction of a law-based society, and strengthen the construction of foreign-related rule of law.

　　The plenary session proposed that Chinese-style modernization is a modernization that coordinates material civilization and spiritual civilization. We must enhance cultural confidence, develop advanced socialist culture, promote revolutionary culture, inherit excellent traditional Chinese culture, accelerate adaptation to the rapid development of information technology, cultivate and form a large-scale team of outstanding cultural talents, and stimulate the cultural innovation and creativity of the whole nation. We should improve the responsibility system for ideological work, optimize the supply mechanism for cultural services and cultural products, improve the comprehensive network governance system, and build a more effective international communication system.

　　The plenary session proposed that ensuring and improving people's livelihood during development is a major task of Chinese-style modernization. We must adhere to doing our best within our capacity, improve the basic public service system, strengthen inclusive, fundamental, and bottom-line livelihood construction, solve the most concerned, direct, and realistic interests of the people, and continuously meet the people's aspirations for a better life. We should improve the income distribution system, improve employment priority policies, improve the social security system, deepen the reform of the medical and health system, and improve the population development support and service system.

　　The plenary session proposed that Chinese-style modernization is a modernization of harmonious coexistence between humans and nature. We must improve the ecological civilization system, coordinate efforts to reduce carbon emissions, pollution, expand greenery, and promote growth, actively respond to climate change, and accelerate the improvement and implementation of the system and mechanism that 'lucid waters and lush mountains are invaluable assets.' We should improve the basic system of ecological civilization, improve the ecological environment governance system, and improve the green and low-carbon development mechanism.

We must fully implement the overall national security concept, improve the system and mechanism for safeguarding national security, achieve a positive interaction between high-quality development and high-level security, and effectively ensure the country's long-term stability. We should improve the national security system, improve the public safety governance mechanism, improve the social governance system, and improve the foreign-related national security mechanism.

　　The plenary session proposed that national defense and military modernization are important components of Chinese-style modernization. We must adhere to the Party's absolute leadership over the people's army, deeply implement the strategy of strengthening the military through reform, and provide strong guarantees for achieving the centenary goal of building the army on schedule and basically realizing the modernization of national defense and the military. We should improve the leadership and management system and mechanism of the people's army, deepen the reform of the joint operations system, and deepen the reform across military and local areas.

　　The plenary session emphasized that the Party's leadership is the fundamental guarantee for further deepening reform comprehensively and promoting Chinese-style modernization. We must deeply understand the decisive significance of the "Two Establishes," strengthen the "Four Consciousnesses," firm the "Four Confidences," achieve the "Two Maintenances," maintain a high level of consciousness in leading social revolution through the Party's self-revolution, adhere to governing the Party with reform spirit and strict standards, improve the Party's self-revolution institutional and normative system, continuously promote the Party's self-purification, self-improvement, self-innovation, and self-enhancement, and ensure that the Party always remains the strong leadership core of the cause of socialism with Chinese characteristics. 　　The plenary session pointed out that studying and implementing the spirit of the plenary session is a major political task for the whole Party and the whole country at present and in the future. We must deeply study and understand the spirit of the plenary session, profoundly grasp and comprehend the theme, major principles, major measures, and fundamental guarantees of further comprehensive deepening reform. The whole Party must work together to ensure the implementation of the "Decision" and transform the strategic deployment of further comprehensive deepening reform into a strong force to promote Chinese-style modernization.

　　The plenary session analyzed the current situation and tasks, emphasizing the unswerving achievement of the annual economic and social development goals. According to the Party Central Committee's decisions and deployments on economic work, we must implement macro policies well, actively expand domestic demand, develop new quality productive forces according to local conditions, accelerate the cultivation of new momentum in foreign trade, solidly promote green and low-carbon development, effectively ensure and improve people's livelihood, and consolidate and expand the achievements of poverty alleviation. We should summarize and evaluate the implementation of the 14th Five-Year Plan and effectively carry out the preliminary planning work for the 15th Five-Year Plan.

　　The plenary session pointed out that we must coordinate development and security well, implement various measures to prevent and resolve risks in key areas such as real estate, local government debt, and small and medium financial institutions, strictly implement safety production responsibilities, improve monitoring and prevention measures for natural disasters, especially floods, weave a dense social security risk prevention network, and effectively maintain social stability. We should strengthen public opinion guidance, effectively prevent and resolve ideological risks, effectively respond to external risks and challenges, lead global governance, and proactively shape a favorable external environment.

　　The plenary session emphasized that in conjunction with studying, publicizing, and implementing the spirit of the plenary session, we must strengthen the Party's innovative theoretical armament, improve the whole Party's level of Marxism and modernization construction capabilities. We should improve the comprehensive strict governance system of the Party, effectively improve work style, overcome formalism and bureaucratic tendencies, continuously reduce burdens on the grassroots, deeply advance the construction of Party style and clean government and the fight against corruption, and solidly carry out inspection work. We should consolidate and expand the achievements of thematic education, deepen the study and education of Party discipline, maintain the Party's unity, and continuously enhance the Party's creativity, cohesion, and combat effectiveness.

　　The plenary session, in accordance with the Party Constitution, decided to fill the vacancies of alternate members of the Central Committee with Ding Xiangqun, Yu Lijun, and Yu Jihong as full members of the Central Committee.

　　The plenary session decided to accept Comrade Qin Gang's resignation application and remove Comrade Qin Gang from the position of member of the Central Committee.

　　The plenary session reviewed and approved the Central Military Commission's investigation report on the serious disciplinary and legal violations of Li Shangfu, Li Yuchao, and Sun Jinming, confirming the Central Political Bureau's previous decision to expel Li Shangfu, Li Yuchao, and Sun Jinming from the Party.

　　The plenary session called on the whole Party, the whole army, and all ethnic groups across the country to unite more closely around the Party Central Committee with Comrade Xi Jinping at its core, hold high the banner of reform and opening up, unite and strive forward, and work hard to build a socialist modernized country in an all-round way, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization!
