He emphasized that after ten years of persistent and strong anti-corruption efforts in the new era, the anti-corruption struggle has achieved an overwhelming Shengli and been comprehensively consolidated, but the situation remains severe and complex. We must have a clear understanding of the new situations and trends in the anti-corruption struggle, a clear understanding of the soil and conditions that give rise to corruption, and with perseverance and dedication that is always on the road, exert precise and sustained efforts to resolutely win the tough and protracted battle against corruption.

Xi Jinping pointed out that 2023 is the inaugural year for fully implementing the spirit of the 20th National Congress of the Party. Xi Jinping emphasized that as the world's largest Marxist ruling party, how can our Party successfully break free from the historical cycle of governance, chaos, rise, and decline, and ensure that the Party never changes in nature, color, or character? This is a strategic issue facing all comrades in the Party. Since the 18th National Congress, in the great practice of advancing comprehensive and strict Party governance, we have continuously explored practice and theory. Building on Comrade Mao Zedong's first answer of "letting the people supervise the government," we have provided a second answer: continuously advancing the Party's self-revolution. Xi Jinping pointed out that in deeply advancing the practice of the Party's self-revolution, nine issues must be grasped: taking the Party Central Committee's centralized and unified leadership as the fundamental guarantee; taking leading the great social revolution as the fundamental purpose; taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the fundamental guideline; taking breaking free from the historical cycle as the strategic goal; focusing on solving the unique problems of a large Party as the main attack direction; taking improving the comprehensive and strict Party governance system as an effective approach; taking forging a strong organization and building a capable team as an important focus; taking rectifying work style, discipline, and anti-corruption as an important grasp; and taking the combination of self-supervision and people's supervision as a strong driving force. We must adhere to emancipating the mind, seeking truth from facts, keeping pace with the times, and maintaining integrity and innovation, continuously exploring practice and innovating theory, deepening the understanding of the laws of the Party's self-revolution, making the ideas and measures of the Party's self-revolution more rigorous, and concretely and deeply grasping the self-revolution on every front and in every link.

Xi Jinping emphasized that in the new journey of the anti-corruption struggle, efforts must be continuously exerted and deeply advanced to eradicate the soil and conditions that give rise to corruption. The general requirement is to persistently promote the integrated advancement of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt; deepen both symptom and root cause treatment and systematic governance; continuously expand the depth and breadth of the anti-corruption struggle; apply targeted and precise measures with multiple approaches; gradually reduce recurring old problems; make it difficult for newly emerging problems to spread; and promote the normalization and long-term effectiveness of preventing and governing corruption.

Party committees at all levels must effectively strengthen leadership over the entire process of the anti-corruption struggle, firmly support the investigation and handling of corruption cases, and earnestly tackle problem rectification. The Discipline Inspection Commissions and Supervisory Commissions, as specialized organs, must take more initiative in assuming responsibility, effectively assist Party committees in organizing and coordinating anti-corruption work, and integrate the entire anti-corruption chain of forces. All functional departments must adhere to efficient collaboration and consciously transform the Party Central Committee's anti-corruption decisions and deployments into concrete actions.

Xi Jinping emphasized the need to continuously maintain a high-pressure stance against corruption. Facing the still severe and complex situation, anti-corruption must never turn back, relax, or show mercy; the charge must always be sounded. We must continuously focus on the "seven existing" problems, take severely punishing corruption involving collusion between officials and businesspeople as the top priority in the tough battle, resolutely crack down on capital seeking profit through power, and firmly prevent various interest groups and power cliques from infiltrating the political field. Deepen the rectification of corruption in areas where power is concentrated, funds are intensive, and resources are abundant, such as finance, state-owned enterprises, energy, medicine, and infrastructure projects, and clear risks and hidden dangers. Punish "fly corruption and ant corruption" to give the people a greater sense of gain.

Xi Jinping pointed out the need to deepen reforms to block the breeding and spread of corruption. The essence of corruption is the abuse of power. We must grasp key powers such as policy formulation, decision-making, approval, and supervision, focus on key areas to deepen system and mechanism reforms, accelerate the construction of governance mechanisms in emerging fields, improve power allocation and operational restraint mechanisms, further plug institutional loopholes, regulate discretionary power, and reduce opportunities for rent-seeking. We must establish a corruption early warning and punishment linkage mechanism, strengthen dynamic monitoring of integrity risks and hidden dangers, and enhance rapid handling of new and hidden corruption.

Xi Jinping emphasized the need to further improve anti-corruption laws and regulations. Centered on the integrated promotion of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt, improve foundational laws and regulations, and improve supporting systems for supervising "top leaders" and leadership teams. Continue to advance national anti-corruption legislation, update the Supervision Law in line with the times, and take the opportunity of studying and implementing the newly revised disciplinary regulations to carry out a concentrated disciplinary education throughout the Party. Xi Jinping pointed out the need to increase punishment for bribery.
